The Palikot Movement, the Democratic Left Alliance (SLD) and a number of NGOs asked the PM not to approve the cruel killing of animals.
In November last year the Constitutional Tribunal in Poland said the government had acted unconstitutionally when it exempted Jews and Muslims from stunning animals before slaughtering them as their faiths require.
Poland has small Muslim and Jewish communities who use such methods.
On January 1, a European Union directive set common rules for the production of kosher and halal meat across the 27-nation bloc but allowed individual countries discretion on whether to apply these rules.
Poland now has to decide whether to opt out of the new EU law allowing the practice.
